Unprogrammed appropriations sa national budget planong ibaba ng DBM

Isinusulong ng Department of Budget and Management (DBM), ang pagkakaroon ng budgeting code upang maibaba ang porsiyento ng unprogrammed appropriations o mga pondong hindi nakapaloob sa regular na budget.

Sa pamamagitan nito, target ng DBM na limitahan ang halaga ng unprogrammed appropriations sa mas mababa sa 5% ng kabuuang national budget, batay sa datis at trend ng pananalapi.

Layon umano nitong magpatupad ng mas malinaw na mga patakaran at disiplina sa paggamit ng unprogrammed appropriations.

Sinabi ni Palace Press Officer Undersecretary Claire Castro, na rerepasuhin ni Pangulong Ferdinand Marcos, Jr., ang panukalang ito.

Sabi ni Castro, ang bagong code ay magtatakda ng malinaw na limitasyon at kondisyon kung kailan maaaring gamitin ang mga pondong ito.

Aniya, “A central policy intention under the proposed reform is to ensure that unprogrammed appropriations are confined to a limited and clearly defined puspose, thereby preventing their use as a broad or discretionary funding mechanism and enforcing fiscal discipline.”

Pero depende pa rin naman ito sa pag-apruba ng pangulo.

Matatandaan na ilang item sa ilalim ng unprogrammed appropriations na umabot sa halos P92.5 bilyon sa 2026 national budget ang vineto ng pangulo. 

Ito ay upang matiyak aniya na ang pondo ng bayan ay gagastusin lamang para sa malinaw na pambansang interes, at hindi ito maaabuso.
