Pilipinas, EU inilunsad ang P610M space cooperation program para sa climate change mitigation

Nagsanib puwersa ang Pilipinas at European Union (EU) para mapalakas at mapaunlad pa ng bansa ang pag-responde sa mga kalamidad at climate change.

Ito ay sa pamamagitan ng space cooperation program na National Copernicus Capacity Support Action Programme for the Philippines na kauna-unahan hindi lang sa ASEAN region kundi sa buong Asya.

Pinangunahan nina Science and Technology Secretary Renato Solidum Jr., at Philippine Space Agency (PhilSA) Director General Joel Marciano Jr. ang panig ng Pilipinas.

“The staggering rise in disasters over the last 20 years has affected more Filipinos resulting in lives loss and greater economic losses,” sinabi sa talumpati ni Solidum.

“There’s a bigger demand for innovative process that can build disaster resilience, and today we are seizing this opportunity,” dagdag pa ng DOST chief.

Tatagal ng 3-taon ang proyekto na may inisyal na pondo na P610-million mula sa EU.

Ang halaga ay gagamitin sa pagtatag ng data centers at data servers sa bansa na magsisilbing storage at host ng mga matatanggap na data mula sa programa.

Sinabi ni Solidum na ang mga makakalap na satellite data mula sa proyekto ay makatutulong sa decision at policy-making ng gobyerno para sa disaster risk reduction and management, pagprotekta ng kapaligiran, at climate change adaptation.

“The National Copernicus Capacity Support Action Programme for the Philippines or COPPHIL will develop and leverage our own space science and technology applications to strengthen the nations resilience to disasters and climate change and manage our environment better. A one of a kind and the first in the ASEAN region,” dagdag ni Solidum.

Dagdag naman ni PhilSA Director General Marciano na sa pamamagitan ng bagong inisyatiba ay mapapalakas ang kakayahan ng bansa na mag-proseso at gumamit ng satellite images at space borne data para mas mapaghandaan ang mga kalamidad at epekto ng climate change.

“We want every sector such space data and space information for the long term to study climate change, you need 40 years of record data,” pahayag ni Mariano.

Dagdag pa niya “we are positioning our country to be able to have that capacity to not just deal with concerns but to armed ourselves, equipped ourselves for mitigating long term impacts of environment and changes of environment and resilience”

Ang Copernicus ang flagship earth observation program ng EU na nagkakaloob ng libreng environment at climate data na galing sa constellation of satellites na nagmo-monitor sa mundo sa loob ng dalawamput apat na oras araw-araw.

Sinabi ng EU na sa mga nakaraan ay nagamit na ng Pilipinas ang satellite images mula sa Copernicus para sa monitoring ng mga liblib na komunidad na naaapektuhan ng bagyomg Odette at mga aksidente gaya ng nakaraang oil spill sa Mindoro.

“The Philippine will be the first country in ASEAN to soon sign a data exchange agreement with the EU and this will ensure ideal framework for the implementation of Copernicus Program, it will enable to connect the Philippines with European data center and archives,” sinabi ni EU Ambassador to the Philippines Luc Veron.

Ayon sa DOST at PhilSA, ang kooperasyon sa EU ay alinsunod din sa hangarin ng Marcos Administration na maging science-based ang mga pagpapasya ng lahat ng ahensya ng pamahalaan.

“This will now enable us to get the scientific data as soon as possible so that we can have timely decisions anytime anywhere… we want all the departmet of govt to use space science and decision making and planning,” pahayag pa ni Solidum
