Paglikha sa Department of Water Resources isusulong sa pagbubukas ng sesyon ng Kongreso

Isusulong sa pagbubukas ng second regular session ng 19th Congress ang paglikha sa Department of Water Resources (DWR) na direktang mangangasiwa sa water management ng bansa.

Binigyang-diin ni House Ways and Means Committee chairman at Albay Congressman Joey Salceda ang pangangailangang maipasa ang panukala sa harap ng krisis sa tubig na kinakaharap ng bansa.

“The ongoing water crisis calls for the creation of a government department that will complete the circle when it comes to water management, and really enshrine the doctrine and policy that water is owned by the state, and its management is a duty of the state,” paliwanag ni Salceda

Sinabi ni Salceda na dekada nang problema ng bansa ang supply sa tubig pero hanggang ngayon ay hindi pa rin ito natutugunan.

“Our water supply problems right now come in large part from our failure as a state to manage our water resources in a holistic and forward-looking manner.”

“We’ve been in a water crisis for decades, and it took another President Marcos to call it what it is,” pahayag pa ng mambabatas.

Sa sandali aniyang maitatag ang DWR, sinabi ng kongresista na mayroon ng ahensyang tututok sa problema sa water management para sa household consumption at irrigation na ginagamit sa agrikultura para sa produksyon ng pagkain.

Dapat aniyang samantalahin ng Kongreso ang pagkakataon matapos ipag-utos ni Pangulong Ferdinand Marcos Jr. Ang paghahanap ng solusyon sa kakulangan ng tubig ngayong panahon ng El Niño.

“Many people don’t get it. It’s not just another new agency. It’s an institutional solution to a decades-old problem of treating water resources as a peripheral and dispersed concern for government.”

“It’s a great start to solving this problem that President Marcos called the situation what it really is: a water crisis,” paliwanag pa ni Salceda
